Charles LeCocq

Chairman of the Board & Chief Executive Officer

Charles represents the third generation of LeCocq leadership at Peoples Bank. Charles was elected President and CEO of the Bank in 1987, carrying on the family tradition and supporting the core values of honesty, integrity, respect, and commitment set by his grandfather in 1938.

In 2013, Charles became Chairman of the Board and continues to serve as CEO. It is under Charles' leadership that the Bank entered the mortgage business, formed Peoples Investments, and grew Bank assets to over $2.6 billion.

Charles and the LeCocq family are passionate about making the community a better place for everyone. The Bank’s unwavering commitment to employees, customers, and local communities is what makes Peoples Bank a true community bank and distinguishes us from other banks in the area.

Lisa Holleman

Lisa Hefter
President, Chief Operating Officer
Member of the Board of Directors of Peoples Bancorp and Peoples Bank

Lisa joined Peoples Bank in 1992 and was named President, Chief Operating Officer in 2022 after serving as the Bank's Chief Financial Officer for over ten years. In her current role, Lisa is responsible for directing the administrative and operational activities of the Bank.  She has been a board member since 2020 and has served as the Secretary to the Board since 2013.

Lisa serves on the Whatcom Dispute Resolution Center Board and also volunteers her time promoting financial literacy.  Lisa is passionate about the business of banking and seeks continual improvement for the Bank's customers, employees, and shareholders.

An honors graduate of the Pacific Coast Banking School, she has a Bachelor's in business administration with a finance emphasis from Central Washington University, where she finished magna cum laude. In 2017, Lisa was named CFO of the Year by the Puget Sound Business Journal.


Derek Thornton

Derek Thornton
Executive Vice President, Chief Financial Officer

Derek joined Peoples Bank in 2013 and has since held roles in retail, small business, and credit, although finance and accounting have been his area of expertise. With over fifteen years of banking experience, and now serving as Chief Financial Officer of the Bank, Derek most enjoys supporting the growth and success of his customers, and especially that of his employees.

Derek greatly values the health and wellness of his community and serves on the Board of Directors and the men’s Team Lead of the Bellingham Distance Project, a competitive running team. Derek was also awarded the Chairman’s Award for leadership in 2016, citing his personal commitment to integrity, honesty and respect as the things he values most about the culture at Peoples Bank.

Derek is a graduate of Pacific Coast Banking School and holds bachelor’s degrees in Economics and Political Science and a Master’s degree in Business Administration from Western Washington University.

Andy Riddell

Andy Riddell
Executive Vice President, Chief Lending Officer

Andy joined Peoples Bank in 2021, bringing nearly 20 years of experience focused on commercial and industrial industries. In his current role as Chief Lending Officer, Andy oversees the Bank’s strategy across all commercial and marine lending activities.

Andy has served on multiple boards throughout his nearly 20-year commercial banking career in Alaska and Washington. He is a past Board Member of the Whatcom Business Alliance and currently serves on the Board of Trustees for YMCA of Snohomish County. Andy loves meeting and sharing ideas with business owners and executives, learning what their priorities are, putting teams and expertise in motion around them.

A graduate of the Pacific Coast Banking School, Andy holds a bachelor’s degree in Business Administration and Management from Vanguard University of Southern California.


Jennifer Evans Thompson

Executive Vice President, Chief Mortgage Banking Officer

Jennifer joined Peoples Bank in 2016, with over twenty years of experience in mortgage and consumer lending. As Chief Mortgage Banking Officer, she oversees the Bank’s mortgage lending division, which includes origination, operations, compliance and secondary markets, and she also oversees consumer loan processing and underwriting. Jennifer is devoted to helping the Bank’s customers realize their dreams through affordable homeownership.

Jennifer and the Bank support the Mortgage Bankers Association, Washington Mortgage Bankers Association, and local Realtor® and Builder Associations. She is community-focused, ensuring our customers can stay close to home for their mortgage financing needs. Jennifer also creates opportunities for employees to develop their careers so they can provide a best-in-class experience for the Bank’s customers.

Jennifer graduated magna cum laude from Washington State University with a bachelor’s degree in Business Administration. She is also a graduate of the Pacific Coast Banking School and the Western CUNA Management School.

Kamyar Monsef

Kamyar Monsef
Executive Vice President, Chief Retail Banking Officer

Kamyar joined Peoples Bank in 2020, bringing 20 years of experience focused on retail banking and consumer/mortgage lending. In his current role as Chief Retail Banking Officer, Kamyar leads all retail banking operations and is instrumental in developing the Bank’s strategic initiatives.

Kamyar is passionate about empowering, educating, and developing the next generation of front-line bankers. He recognizes that the most important parts of an organization are the employees and staff who interact with customers every day. He appreciates that his position allows him to enable their success by providing support, knowledge, and new technologies that fulfill the needs of local businesses and individuals.

Kamyar holds a bachelor’s degree in business administration and communications from Western Washington University and graduated with honors from the Graduate School of Banking at Colorado. He also completed the Washington Bankers Association Executive Development Program.


Randy Fredlund

Randy Fredlund
Executive Vice President, Chief Compliance & Security Officer

A 17-year veteran of Peoples Bank with over 25 years of banking experience, Randy chairs the Bank’s Operational Risk Committee and is responsible for vendor management, compliance, and security.

Raised in Bellingham, Randy is certified in regulatory compliance and anti-money laundering and has deep expertise in physical and cybersecurity, disaster recovery, and vendor and fraud management. He is passionate about helping customers avoid the ever-present dangers online and is locally focused in the communities we serve.

Randy is a graduate of the Pacific Coast Banking School and holds a leadership and management certification from the Leadership Institute of Seattle through Western Washington University.

Amanda Scoby

Executive Vice President, Chief Risk Officer

The Chief Risk Officer is charged with ensuring that the company appropriately identifies, analyze and mitigates internal and external risks that could threaten the organization. 

Amanda is responsible for the Enterprise Risk Management program and provides oversight to ensure the appropriate management of, development of, and assurance over internal controls for the company. Amanda has been with Peoples Bank since 2013, after several years at a public accounting firm.

Amanda is a Certified Public Accountant and an honors graduate of Texas A&M, with a Bachelor of Business Administration in Accounting and a Master of Science in Finance.


LaVonne Olsen

LaVonne Olsen
Senior Vice President, Chief Human Resources Officer

LaVonne joined Peoples Bank in 2019 bringing 30 years of human resource experience including 20 years of experience in director-level positions. She started working in the HR field in 1992 in a hybrid accountant/HR manager role and has worked in a variety of industries since including health care, construction, and manufacturing. LaVonne oversees the Peoples Bank human resources, recruitment, payroll, benefits, employee engagement, onboarding, and training in her current role as Chief Human Resources Officer. She is passionate about connecting with and providing support to everyone she works with. 

LaVonne holds many distinguished credentials relating to her field. She is a Senior Professional in Human Resources, a Society for Human Resource Management Senior Certified Professional, and a Certified Safety Coordinator, to name a few. She has served as a board member for the Max Higbee Center for almost 15 years. She has volunteered as a coordinator/sports coach for the Special Olympics for over 20 years.

A graduate of California State University, Fresno, LaVonne holds a Bachelor's degree in Business Finance and is currently attending the Graduate School of Banking, Colorado.
